Guidance in this material takes into account relevant legislation and builds on national good practice relating to the care and protection of children.

The Act is part of a wider care and protection framework and is being introduced at the same time as other important national developments, including the:

• publication of a national Children’s Charter;
• publication of a Framework for Standards for Protecting Children and Young People;
• the National Care Standards;
• appointment of a Commissioner for Children and Young People;
• development of new legislation to protect vulnerable adults;
